Percentage change is positive for an increase and negative for a decrease.
15% of 200 = (15 ÷ 100) × 200 = 30.
45 ÷ 180 × 100 = 25%. So 45 is 25% of 180.
((100 − 80) ÷ 80) × 100 = 25% increase.
If a rate goes from 10% to 15%, it increased by 5 percentage points but 50% in relative terms. These are very different concepts often confused in media.
